Duarte officials are asking the City Council to declare a local emergency in preparation for potential severe winter storms, flooding and debris flows during the 2026–27 El Niño season.
The proposed declaration would support emergency coordination, mutual aid and requests for state or federal assistance. It would not itself authorize additional spending or guarantee reimbursement, according to the staff report.
Staff identifies foothill neighborhoods, drainage areas and roads as concerns during intense rainfall and says the city is checking drainage facilities and coordinating with regional agencies. This is a preparedness proposal, not a report of a storm emergency already occurring.
The council will consider it Tuesday, Oct. 27, at 7 p.m. in City Council Chambers, 1600 Huntington Drive (agenda here).
